Defect Notice - Down lights

I am anticipating the relocation of them will be an absolute hassle. Is there anyway of rectifying this without having to relocate the downlights? They are halogen downlights... can they be changed to another type like LED/CFL downlights? Or can they be fitted with something to satisfy the defect notice?

CFL are better though. Halogen blows very quickly.
btw, LV halogens don't blow very quickly. If you are using quality transformers and have allowed for enough space around the fitting and transformer, then they will last 5000+ hours between lamps.
Defect notice ... that sux.
But your problem is easily fixed. All you need to do, is cover your downlights with a heat hood.

Keep in mind, there are 5 sizes of cans, and therefore, you need to select the correct size, to suit your downlight.
Once this is done, you will only need a minimum clearance of 25mm from any ceiling structure.
Alternatively, you can always choose a compact fluorescent downlight. Keeping in mind, that they do need time to warm up. Other than that, they are a fantastic fitting, and very cheap to run compared with the halogen.

Basically the only options are :
200mm with no heat hood
75mm with a heat hood
25mm with a fire guard
So had to move a few and put the fire guards on them and the rest have heat hoods.
Also wiring was not compliant so all the lights had to have the wires redirected.
So a warning to everyone out there. Make sure your electrical is compliant. I would even go so far as having a safety inspector from Energy Australia check it out if you have suspicions before you pay the invoice as it can cause massive issues after.
Also make sure the insulators do NOT cover over the downlights even if they have hoods on them.

Its the flashing and is normal. Some builders cover them up others just leave them handing. You can cover it up with an aluminium bracket or ask the builder.
