Car emergency Lead-Light

I have one of the above, that would be 20-30 years old, perhaps a bit more.
It hasnt seen much use.
I am mindful that whilst I am needing to use it (due to the lack of fluorescent tubes for the primary light, in Australia), I do not want this globe to blow and be left without a spare.
I have 50 such spares. All much more modern that the above lead-light,
I have tried 50 of the spares and NOT ONE will illuminate under battery power (12v).
Can someone tell me why and how I address this (just in case) scenario?
They are all ES fittings.
