no expert but would not think it would be that hard to do.
A ring of polypipe with multiple outlets would be a cheap option.
not sure how you would turn em on & off in rapid timing though.

Does look like fun, be interested to hear how you go. In my day we made do with a sprinkler
not super simple but pretty straight froward...id recommend you call a water feature/pond builder for info on pump loads and pressure recommendations...have them supply you a pump and then build it your self.
