cover wallpaper with new wallpaper

Is it possible to cover wallpaper with new wallpaper? I am moving to a rental and the wallpaper is horrible. In the kitchen and master bath it is floor to ceiling. Is there any way to cover the existing wallpaper without stripping it first?

You can rewallpaper over the top, not recomended, but if it doesn't have a raised patern and isn't loose and isn't a vinyl you could get away with it, try removing it first though with hot water with a bit of dish washing liquid in it, coat it a few times, if it is a vinyl, pull the vinyl face off first.

Are you allowed to be making changes like that to a rental?

I would check that first before anything.
