best way to smooth out textured walls

Hi all

I have an old brick and tile house, 1940s, and in the original part of home the walls have a textured paint finish to them - see below



I would like to smooth out these walls and then paint - and i am just wondering what the best/least messy way to do this is... can i get away with plastering over the top or do i have to sand it all back to make it level?

hoping someone has done something similar and can point me in the right direction.

I would probably render it and then paint it as per your other advice, or gyrpock over the top.
