Help please! Removal of load bearing wall & sunroom

Thinking of renovating my house however I have no idea where to start first.

I have a couple of idea in my mind:
1. remove or partly remove one load bearing wall
2. close up sunroom to make it part of bedroom

My understanding is I need to get a permit either DA or CDC before I start, not sure if I am right.
Can a builder do the whole thing, including obtaining the permit?
How much roughly it will cost if anyone knows?

I am really dumb on this, please please be nice
