Are tanks on houses, still being used to supply water to toilets ? what would be the best economical solution ? have the tank pulled out ?, or use the water for ,say ! garden or washing cars .

There should be a mains water switching device fitted if the tank originally supplied a cistern. Without being on site or seeing photos, I or anyone else cannot properly answer your question as to what you require.
If you cold wash in the laundry, connecting to a separate rainwater tap will give good year around utilisation but the pump will need to deliver good quality water. With most rainwater harvesting systems poorly installed by builder's lackeys, you most probably will need to install a simple cartridge filtration system as a bandaid solution but again, I would need to see photos.
Having the pump also fitted to a garden tap is wise.
Re costs, if the tank is supplied by more than one downpipe, then it is almost certain that the charged/wet system pipes are annexed stormwater pipes and so you would also have to factor the cost and disruption of reinstating your stormwater system.
