retaining wall

I got the lot plan and find a retaining wall in the rear side of land and the height is 1.8-2.4m. I'm wondering the whole retaining will be within the soil or part of the wall will appear over the land eventally. Any one have the same retaining wall in the plan?
I have a retaining wall at the back of my block - given the developer is doing the fence, I'm assuming the fence will be on top of the wall. However, what it will look like will depend ultimately on engineering requirements. 1.8 to 2.4m is very high I think. Probably best to talk to the developer to find out how they plan to do it.
