Travertine - tiler or paving contractor?

Hi...we want travertine tiles laid on our front porch and entrance steps. Currently there is just dirt/sand in the area (I.e. No concrete slab). Should we use a tiler (will he tile onto sand or fill with concrete?), or should we use a paving contractor. The travertine supplier gave me a list of paving/landscaping contractors but I think it might be more of a tiling job. any tips on who to hire and what they should be doing would be most appreciated....
