Insulation Question

Hello, I'm new to the fourm so please excuse me if I have asked a question that has been previously asked.
I want to insulate my underfloor of first floor of my house. I have semi finished basement ( half concrete floor half dirt). My question is this, Can I make a row of regular insulation and then layer a second on top of it before strapping it to the floor joist?
No reason why you couldn't do that. Why not use a layer of insulation with a sheet of foam or even a thicker sheet of foam?
well I'm trying to get the floor as temp. stable as possible. From what I understand, The higher the R value the better. I was going to use two layers of R-30 between the floor joist before attaching them with the strapping
