outdoor steel pole and surface rust

Hi, I'm needing some help with an outdoor pole. I have an outdoor steel sign that is showing surface rust. I'm just wondering the best way to go about it? I asked one of the guys at bunnings but I just wanted to check with the group to see if it's the best method. Ideally I would like to avoid the orbital sander. He's suggested the following.

1. Orbital Sander with a grit of 80
2. Rust-Reformer on affected areas

3. 1 layer Steel Primer on the entire pole - 1-2 cans?

Best rust killer/converter for galvanized steel post

That just protects from further rust, l want first to apply a rust converter or rust killer to kill the rust thats there, whats the best one for galvanized steel

thanks, yes they are dry , thats a good idea with fish oil as sanding will be hard
