Swollen Skirting Board. Is this likely water damage?

Inspecting a rental property that I built 3 years ago. This skirting board is on the back wall, I saw this skirting board is coming away from the wall. The skirting itself isn't swollen but something between it and the plasterboard is. Photo here. There is no damp staining on the wall or floor, but this skirting board looks a bit swollen and the frame around the back door starting to come away a little. Is this more likely general movement, or an indication of water getting in through the roof? There are no damp patches on the ceiling.
Maybe just a crappy caulking job combined with aforementioned movement?
