Stormwater inspection pipe.

Hi
I noticed that my stormwater inspection pipe is having water stagnate in it at a higher level than the ground. The inspection pipe is at the boundary of the property where it connects to the council stormwatwr main.

I would thought that if no rain they wont be any water there.

Anyone can comment?

House is still under construction.
Sounds like a blockage to me.
I tend to agree.

However in the past i misdiagnosed issue when i eventually clarify with the ss.

This issue though everything points to a blockage...
