Rear fences height Query VIC

Just a quick query regarding a rear fence height. The regulations of my estate state that the rear fence can be a maximum height of 1.95m

My neighbours either side of me have a retaining wall at the rear of their properties and have put the fence on top of that which then makes the fence substantially higher than 1.95m (over 2.1 metres tall).

The owners of the two houses directly to the rear of me have sent me a quote for the rear fence at only 1.95m high (no retaining wall) which means the fence heights to the rear of my property will be lower than the rear fence of my neighbours on either side.

My question is, when the regulations state that a rear fence can be only 1.95m high does that mean that is taken from ground level, or are you allowed to build it to 1.95m high on the top of a retaining wall.

Nope. Just built the back fence 1.95m. Looks a bit silly but will grow trees.
