BCA state or commonwealth enforcement?

While the commonwealth has developed the BCA and national standards which are great in theory, should it be the duty of the commonwealth to enforce these codes and standards?

Or should it be on the state government and regulatory bodies?

Or even on the builder or a mixture of another party? i.e state or commonwealth?

What you have stated is not entirely factual and entire. The following may assist you.

In stating "national standards", I assume that you mean Australian Standards.

Australian Standards ARE NOT "developed" by the "Commonwealth", they are produced by Standards Australia, a private company. Australian Standards are not mandated unless introduced by legislation or included in a contract.

The Building Code of Australia (BCA) comprises Parts 1 and 2 of the National Construction Code (NCC).

The Plumbing Code of Australia (PCA) is Part 3 of the NCC.

State variations may apply to the PCA.

The NCC is an initiative of the Council of Australian Governments ('COAG') developed to incorporate all on-site construction requirements into a single national code.

COAG comprises the Prime Minister, State Premiers, Territory Chief Ministers and the President of the Australian Local Government Association. The Prime Minister chairs COAG.

The NCC is published by the Australian Building Codes Board (ABCB).

Administration of the NCC is the responsibility of the States and Territories under their various building and plumbing Acts and Regulations.

The ABCB came into existence in 1994 but was only validated in April 2012.

The ABCB comprises of two advisory committes - the Building Codes Committee (BCC) and the Plumbing Codes Committee (PCC).

The BCC consists of:

A representative of each of the State and Territory Governments
A representative of Local Government
Australasian Fire Authorities Council
Australian Institute of Architects
Australian Institute of Building
