Basement garage

Does anyone know if it viable to construct a basement garage in Class M (alluvial, silty clay) soils. There is rock approximately 4m below ground level, with class m soils above. I would imagine that it would not be cheap to excavation class m soils in comparison to class A (sandy soils).
There is No easy answer to your question about viability as excavation will be only part of the cost.

As for the ease of excavation I would expect that it would be more expensive to excavate for a basement in sand than alluvial clay/silt. (Digging sand is slightly easier but support of the sides much more difficult)
