cracked new concrete stumps

The builder has just started our extension. He has cemented in 80 concrete stumps . My husband found 22 of them are broken and kept together by the reinforcement. Builder says this is ok. Is this legal?? Will this weaken/ compromise strength of foundations? help!!!
