Water Main Flooding?

We have an apparent "dead-end" water main running straight through our front yard and up to an old easement on the street behind us approx. 3m above our ground level. We've had some heavy flooding coming from within the retaining wall, Council believes it has nothing to do with the water main and must be a neighbours leak (Neighbours have seen no issues with water, and I've personally been there checking their water meter).

Plumbers, builders, and a surveyor all believe it's the council water main problem. Council have said "there seems to be some sort of step-up elbow bend in the water main here".

Any ideas?

not sure what your ehoping to get from the forum. the source needs to be found to determine the remedy and the liability. At themoment all there is from all parties is speculation. Gonna have to do some digging
Until you find the cause of the flooding you need to take action to mitigate potential damage to your home. Get automatic float pump and dig a pit then connect to power and outlet hose to your stormwater drain
