A sparky is installing a wall light on my garage wall (brick veneer), when he made a hole, he was unable to put the electric wire, as it was blocked by something like steel rod (attached photo). Is it safe to cut the steel rod, or make a hole through this rod? The garage is ground floor and there is a bedroom upstairs, so I am wondering if these rods are load bearing? Any suggestion highly appreciated..

Brass fly wire, you will need to cut it, shape it and jam it into brick slots
