Cause of damp along slab and patio tiles

We just moved into a new build and noticed that the edges of the slab look damp and have green patches. Also the edge of the patio tiles are wet to the touch in a section (if you zoom in on photo you can see the shiny damp on the tiles near the grass. The tiles from the post back to the house are all dry)
During the build there was a small pool of standing water by the patio that never seemed to dry. The rest of the slab seemed dry during the build until they built it up to put in the paths and landscaping - and it’s looked damp ever since. The Builders been out and told us it needs time to dry out but we’ve had next to no rain. We’re also not watering the grass or anything. It’s all the way along the back and both sides under the cladding. Where do we even start to go to for help as the builders want us to just wait until summer. We’re in qld.

The builder
Firstly the ableflex that has been installed needs (manufactures specification) a sealant cap over the top, preventing water draining down between the slab and the path.
this should solve a fair amount of the problem
