Retaining wall issue

Hi all,

I have recently moved into a new house which has almost 2m retaining wall at the back. This was done by developer before I bought the land.

The house at the back was vacant since the time we moved in but last week a family moved into it, and since yesterday there have been these round spots showing up on the retaining wall.

Is this a major issue which might affect the structural integrity of the retaining wall?

If I was you I would try and figure out the manufacturer of the concrete sleepers and contact them for advice.
