Storm water exit point

Need some advice my storm water, the street fills up so much in my section my storm water can’t get out. Just bought the property and contacted council and engineer came out and said there is no problem, how do I get my storm water out. This was after a small down pour.

The last photo shows the full pipe at the discharge which means that you are losing about 100 mm head. All you can do is increase the head. Does the pipe connect to a silt pit or does it only service downpipes, i.e. you have no surface or ag drainage?

Are the downpipes metal or pvc?

No silt pit and only for down pipes, they are pvc. sorry can you explain in a bit more detail as I don’t understand what you mean I’m loosing 100mm of head
It looks like a 90mm pvc pipe. If the pipe is full, you will lose hydraulic head to that point but there will still be positive head above that point.

Looking at the photos, I would be surprised if you didn't still have an adequate hydraulic head. Apart from visuals, is there another reason for concern?

My water isn’t getting onto street with the water covering the outlet
Then where is it going?
I think you’ve lost us, rivers flow into the ocean even though the ocean covers the river mouth

Completly lost!! Where is your water going? If not coming out there it would back up your downpipes , no? Causing another problem
It pours out of my gutters as can’t get out to street fast enough as street is under water every time it rains, if I pour water in the stormwater drain it runs away from the drain
You need to have a CCTV inspection as there should be noticable flow at the kerb if the downpipes are full. That is a hell of a lot of hydraulic head, you clearly have an obstruction in the pipe. The water level at the kerb is a red herring.

How long have you lived in the house and is this a relatively recent problem?
