Yes ours is just inside. My parents have theirs inside too and just ring the water meter ppl with a reading. They leave a card in your mailbox if you don't answer the doorbell (which is ont he outside of our fence).
I think there is another option of giving the water company ppl your key so that they can get in and read it themselves but I haven't looked into this yet.
