I reckon that a vanity on top of tiles is the best way to go. If you want to replace the vanity in years to come then you don't have to retile the entire bathroom floor…

Go vinyl planks. Only thing is they are quite thin, so, ou have to consider the height differential to other floorcoverings. Don't much like floating floors myself. Ash.

That explains why there is no fall. No floor waste sounds like a Melbourne thing. You can still lay a 14 mm mortar bed before laying the tiles.
