every build is dif. councils are dif. depends how many are submitted, whether you have things that need looking into and so forth
Depending on the amount you want to claim the fees vary.
If you go with VCAT Domestic Building list they can only get things fixed ie you will not be compensated.

To build or not
Well if your doing it with your brother then its probably a short term investment so building would probably get the most returns. However building is costly and takes time.
We used Home Outlet http://www.homeoutlet.com.au, they weren't the cheapest, but we're really happy with the quality and colour range.
