You would need the roadbase as level as possible - its the best way to ensure a flat paving finish. Generally you would have about 50mm of compacted sand above the roadbase.

You could stamp the concrete and if you dont like it put decking over it. In my experience the stamping doesnt cost much more at all.

Totally agree that F82 is the way to go. Not because the concrete needs it, but becasue when it's stepped on it doesn't distort. And the concreters will step onit plenty!
