Builder prices can be obscene. Mine says the allowance for paving is $60 per sqm. However they want $170 per sqm for exposed agg!

I wouldn't take any chances. Use a wire brush wheel in an angle grinder and remove the paint. Then you know the heavy stone is keyed to brick and not just paint film.
