As is per usual for many of the past failed RWH regulations, it is probably traceable to a bureaucrat who's ego overrode the need to seek the appropriate expert advice. I'm guessing that your area's average annual rainfall is a relatively evenly distributed 900-1,000 mm. Is that close?

The rainhead's overflow lip at the front has to be a minimum 25mm below the gutter's discharge sole. Hard to tell from the photo if it complies but it looks to be thereabouts. The gutter's drain outlet is slanted sideways which isn't aesthetically pleasing.
