I doubt your build would be delayed. They propably update their database the same day of the week each week, then the invoices get generated and sent out. It will get to you eventually.. in the meantime, they should still be working on your place.

I reckon you'd have to re-submit, as an external door is part of the whole structure. Tho saying that, it may not be an issue. Really depends on your council. Why don't you just ring them and ask?
