The tenants also say in heavy rain one of the downpipe holes overflows. A contractor has said a soakwell has probably collapsed and they want to dig up the paving an put a polypropylene one in. This costs an extra $1500 and they won't redo the paving afterwards so I am not that keen. I am also doub...

You have changed the numbers on a couple of the pipes. Just dig at the base of the 3 pipes near the corner to see where they connect. I also see that the pipes dump a concentrated flow of water above the submersible pump. Not good!

They look very close to your house, maybe check the roots are not going to cause problems with the house foundations or plumbing Plus having leaves block the gutter.

Good luck with it. I don't know what the cost of a nice bidet seat with a 25mm air gap will be but you are obviously deducting the cost of a RPZ valve and its installation from the seat's cost. The additional cost savings of the annual RPZ test will also be substantial.
