Generally speaking, not desirable. You don't want to get to the situation where the neighbour's fence becomes less stable over time and takes your fence with it. Otherwise I don't see why not!

Depends on what finish you plan on getting. If it is smooth paint finish than the effort would be way too much. If you are after a so so paint finish than you would be ok.
