Depends if you have signed the fit out/ design part of the build. It's usually half way or so through the build. As for bugging the sales consultant... that's why they are there for!

Any time really. You'd also find that the cost won't change if you make it easier to harder to install. No harm in talking to an Aircon installer to get their opinion. You'd also have to talk to the builder about the possibilities of an installation while building, that's if they allow it.

As well as a nylon wall plug, you can also do the same with a wall anchor. Screw it in, let the metal wings to expand, then cut the screw to the shortest length possible.

Yes you can use different bearers but at the same time overdoing on the bearers is not a bad thing considering you could potentially avoid the "bounce". As long as you meet the minimum requirements of AS 1684, taking into account any counter-leaver, you can mix and match accordingly.

You might get a situation of a really bright central point. 30W is really really bright! But interestingly, 4x 12W LEDs will have the same coverage... see below. There are complaints in my household about the 4 12W LEDs being super bright. http://i.imgur.com/c0iOHPQ.jpg Hopefully that helps.

Yes, if you have access to a surface plug socket as you mentioned. Eg. these have become standard for LED lighting kits. Then it's just like plugging in a light to a power point/ GPO. No need for an electrician apart from the initial install of the plug socket.

From my experience... expect another $60k + for a tad above basic trimmings. You can actually ask for the build cost of the display home which will give you a better but not precise idea of what the costs of inclusions.
