$25k!! Is that with gold plated ducts? Cooling the top floor should be your priority, because that gets much hotter than the ground floor. We can passively cool our ground floor on all but the hottest summer days, but the upper floor gets ridiculously hot while the ground floor stays comfortable.

That sounds like typical builder BS. He should have installed the drainage at the start, and I bet you'll find the contract says he's responsible for keeping the site adequately drained all through the construction.
