Anything with glass, balconies or decorative cladding will cost more because they can. People pay for it. Don't forget that part of the value of street appeal is the increased market value. Thogh the value of start appeal is subjective and dependant on where you are building.

id imagine that with the wide pits, evaporation will take care of the residual water relatively quickly in Brisbane weather. if they are too shallow, then they would not operate as per design, which is to catch and hold silt from entering the main system. Im sure it can be done, but as above, you need specialist advice and design. Keep in mind that it's not just the roof that will need designing and engineering, but also roof and stormwater plumbing considerations
