We had ours recess in but it was on the second story so it was into a structural beam. It cost an extra $300 & that’s not into concrete.

Is the water on the inside of the house/window?

Unfortunately if you didn’t see the piers getting poured on a single level block it’s near impossible to see them. You do get a structural certificate after the roof & frame go up. You can always ask the builder for proof that they did the piers??

The certificate of occupancy represents that the house in a habitable house so without that certificate the house is not a house you are illegal aloud to occupy. Have you checked that you don’t have lawn grab or something else that is affecting the grass?
