Unfortunately if you didn’t see the piers getting poured on a single level block it’s near impossible to see them. You do get a structural certificate after the roof & frame go up. You can always ask the builder for proof that they did the piers??

The certificate of occupancy represents that the house in a habitable house so without that certificate the house is not a house you are illegal aloud to occupy. So yes the builder can call the police to have your removed. You are allowed to hold on to the final payment if there is work that is outs...

Also, for rental don’t be upgrading anything, go the minimum fittings, floor coverings, blinds etc. When the time comes to sell you can spend some money replacing all those and repainting, tenants don’t need fancy taps or stone benches in the laundry etc. Few more points to get some thoughts from y...
