Yes, I think you are now correct in that they have developed their engineering now to the point where they can build 2 storey. This has occured over the last few months as I understand. 3 storey not yet, there is a whole new world of engineering required for that. Hope that helps. Russell 0414 398 586

The Bondor panel can be direct acrylic rendered to the outside and as there is nothing to actually rot and grow mould the vapour barrier is a bit superfluous. If you were cladding it with timber then I would still put a barrier in behind it but the cheapest option for the bondor is to just render it...

Yes, the plywood sips do have a vapour barrier and you are rightly worried about condensation and long term mould. The vapour barrier is a vital component and should be supplied with the panels.
