State treasuries have to be careful with adminstering applications for a policy that will be prone to issues. They will be the ones held accountable for a scheme designed by the Commonwealth. I saw in the news a very small number approved, about 250? so they might relax the ruling to get better take up. That 250 or so were just the applications. So far zero people have been approved or received any money.
