They are a necessity on most occasions. Builder needs to be covered for the costs that may occur. Buyer often needs these costs included for their finance. Best example is rock removal as part of the site works. No practical way of knowing how much (if any) is required until they start digging. If ...

I agree, its good for both the owner and the builder.
