Yes you can do this, but these days the glass balustrade will need a handrail in Australia set at 1m. Toughened glass 10mm thick. fastened 4 corners every metre. I note you are in Melbourne. Is this something you could supply?

I don't know legally, but it would be a dog move from A to try and prevent it IMO. As an aside, there is a house like A down the road from me that has just been completed with a similar setup. Part of the double story is on the boundary. It seems the builder has used any random brick he could find ...

I would just put an angle on that part of the retaining wall and then continue to the boundary. Worst case that’s what we will have to do.
