If you can afford it, then I would definitely upgrade to 2.7 ceilings. It was high on our list of must haves when we built.

We're also in Vic and finished our build in September last year with garage on the boundary and we have weep holes. Our neighbour on the other side of us built with a different builder also has weep holes on his garage wall.
