Hi, As have observed, moisture is coming through wall. All acrylic paints will form a film, if moisture appears it will blister/bubble the paint at those locations generally take a few years, depending on rain, ground water etc If want clean, neat finish then be prepared to scrape off over years and...

The builder doesn’t do inspections. A registered building surveyor has to do the inspections and is requirement of building permit. Check in your state how to appoint the building surveyor. Not sure what your time frames are for completing waterproofing and whether took off paint and texture before waterproofing Could be a lot of residual moisture in wall, might feel dry to paint and paint drys
