The venetian blinds can be screwed to the bottom as well to minimise movement. The shutters don't move of course. Then if you want to add more you could have 'fake' curtain panels on the sides. If that's not an option then curtains are probably the best way to go. I have lots of photos of what I mean if you like the idea.
