I had a neighbor that lives to the new home we are building in Sydney (Velocity Estate) and he was getting erratic download speeds up up 20mbps and I checked his PC out .. It was a year old Dell All in one PC running Vista 64 bit etc .. decent PC
I plugged my IBM Thinkpad laptop to the same cable and was getting full 100mbps or close speeds downloading.. Eventually checked all the settings and his Nic was set to 100 full duplex and this was causing the issue .. Swapped the speeds to 100 half duplex etc and put it back to Auto Negotiate .. fixed the problem..
It seems like the NIC had issues with the modem and it may be the case in your problems too..
although the speeds were reaching 100mbps on this PC after the fix it was still very sluggish (if you can upgrade the OS it will help perform better for sure)

Do you have any packaged price for doing the wiring of a home theatre with Cat 6 cables ?
And if we are building a new house, do we have to ask the builder to install any conduits for surround speakers, lighting or do you guys do it once the house is ready. Since most builders do not allow for extrnal contractors until handover.
