The more high-end the builder the better the finishing will be but the sills of hard plastered windows often look like that. It's to late now but the best option is to not have the top of the sill rendered then get nosings or sills installed and painted as you would have had in the eastern states. WA has a particular way of building and unfortunately that's the way a large amount of sills are finished.
