Im building a retaining wall in hills council but sticking with their guideline of 2m from any other retaining.
Should the 2m include the width of the wall or is the 2m the width of soil?

I'm sure he will advise you to submit plans for assessment and have them certified. Trying to save several hundred buck$ by not getting professional certification often back fires. Where you are told it's non -compliant and you have to take it down.
