You could landscape it like that, or replace it with a retaining wall. Your best bet is to engage an engineer, or ask theirs what options you have. Would they have to warn you if not? Don't want the slope sliding down the hillside. Are they generally left as they are, never built before so it is something I haven't seen before. Ask the council if there is a chance of getting build over easement exemption. Sometimes easements are unused and 24cm is not all that much. Good luck.
