Where you building again? what's the side to side fall like? Councils have certain cut & fill requirements from my understanding, don't really get that side of things unless I can read it, are they talking about split levelling the house or just dropping certain things like the garage?
We had that with ours, yet to find out if it changes again, going to speak with them tomorrow hopefully, but depending on drop the variation price can be smaller or in our case they were looking at dropping the garage 6 courses instead of the standard 2 and this meant scaffolding was required by WorkCover so extra costs there, all up I think it was around $6.5 - $7k
But our land I think may have been a little more fall from front to back or maybe it was side to side, cant remember exactly, but that was on the land before retaining walls, so going to be interesting to see if it changes much now..
Side to side fall would be 750mm max around slab perimeter, no need to drop garage, gradient level would be fine. Council may not allow retaining wall around boundary if cut/fill, we have 14m wide block suit 12m wide house.
If I have 16m wide block then, council allow cut up to 1m and fill 1m.
I asked them to cut 300mm and fill 450mm. After cut the block (300mm), slab would be poured 300mm height that means it will on ground level already, So no need retaining wall in the cut section? Look at the fill section try to go with drop edge beam(450mm), don't know the cost. But they advised put few step inside house instead, cost would around 10k.

My block is 13.5m wide and nearly same depth, has 1 1/2m fall front to back.
I have drop edge beams both sides but no steps in house. (only reason for drop edge beam on one side is that council states I cannot have a retaining wall on that side of house due to an easement.)
