I have just received our first elec bill for $1.82 (plus the service cost total was $19) I have been paying the water levy but not had a bill since they connected the water.

I thought ALL owners paid their water and electricity bills during the building period (and after, of course). My contract actually had that written into it. Is that maybe a WA thing? I've read other people's posts about this topic before too, and I think they were WA people.

Must be different for each builder. In our contract, it says the builder pays all utility from start to handover. Perhaps that was something you could have negotiated in the contract?

I'm in Vic and we had to arrange our connection with our electrician. This has also been the case for several friends of mine who have built.
I think regardless of who seems to pay it, in the end it's always a cost we will have to wear. If your builder 'pays' it I'm sure that amount (and most likely extra) is allowed for in your construction costs.

Only bills I've had to pay with big M in Vic are the council rates and the gas bill (which goes under your name when th meter is installed) - no connection fee on the gas bill though, just a $12 bi-monthly supply charge (even though no gas has been used).
