I noticed that there are quite a few sections where there are gaps at the bottom. To level the bottom sleepers, the landscaper drilled bolts at the bottom of the posts and inserted window packers below the bolt to the concrete footing. I am worried that the piers are taking much more stress than it should have and the sleepers might bow down in the middle. If this is not the right way to do it, is there a standard somewhere that I can refer the landscaper to? Can I pack something at the bottom of the sleepers to support them? Yes, I might need to fill this gap. It could possible provide path for water to run through.
