I'd say the OP has probably done some research,weighed up his options, got some quotes and gone for a $2k solution. Sure he could pull out all his windows and replace them with much better ones with the thicker 12.50mm glass ( double glazed of course ) , install a second skin of external wall with acoustic batts, resilient mounts, two layers of Soundchek plasterboard with green glue and ceilings etc for an optimal solution but he probably wouldn't get much change out of $30k.
